One of the most aesthetic buildings that can be seen in Kars, the three-storey U-shaped building was used as a theater during the Russian occupation, the building consists of two parts, the guest house and the main building, it was used as the office of the governor after the proclamation of the republic, it began to be used as an office for the Treasury Directorate in 1983 and still works for this purpose to this day.
