Historic Adalat Palace (Supreme Court Building), it is said that many laws in the Ottoman Empire were written in this building. It was detonated due to its use as an ammunition depot in the Ottoman-Russian War of 1877-1878, and the remaining stone blocks were used in various constructions. Efforts were made to completely demolish the pavilion in 1894-1896, but its destruction was prevented by the efforts of the Russian consul Lisin. The sides of the square-shaped tower are 8 meters long and 14 meters high. On the tower, a pavilion is built on a slightly protruding floor. While the first floor above the ground floor was used as a sherbattan (a place for drinking fruit in the Ottoman era), the second floor was reserved for council clerks and council committee meetings.
